Jung Woo-sung played the North's most important agent, Um Cheol-woo in the previous movie. This time, the position is changed and he plays South Korean President Han Kyung-jae. Jung Woo-sung said, "I thought 'Steel Rain 2' has a smart plot. In a way, if 'Steel Rain 1' came out, it would have remained a fantastic story by focusing on two unfortunate characters living on a peninsula. But, when I received 'Steel Rain 2' scenario, I felt this can work out in this way."
